Steam cauliflower florets until soft, about 15 minutes. Let cool for 5 minutes.
While cauliflower is steaming, caramelize garlic. Heat a small non-stick pan over medium heat. Chop garlic and cook in a pan for 1 minute, stirring continuously. If the garlic is sticking to the pan, add 1 tsp of water. Set aside.
In a high-speed blender or food processor, combine steamed cauliflower, roasted garlic, and the rest of the ingredients. Blend until well combined. If the mixture is a bit dry, add additional tbsp of plant milk.
